It's how good it is, not where it is
Customer service, in my opinion, needs to be taken care of by a
company's own employees whose PRIMARY task is to take care of
the customer so that they will continue to be a customer. I can get
over a language problem as long as the person at the other end
actually gives a damn about my needs.

That generally gets down to a company having in-house CS or
outhouse CS.
