In the case of the DHS official, they arrested him when he thought that he was going to meet (in the real, physical world) with a minor. Contact with this agent posing as a minor was initiated by the DHS official.

Its the same principle the DEA uses to setup undercover drug buys. Even though the suspects aren't really buying actual drugs, the intent to do so is a crime.

Because the game is limited to adult players, the actual intent of those involved is to roleplay with other adults.

The whole thing is quite sick. I hope the FBI uses this as an oppurtunity to build its list of potential or unknown pedophiles. To me, it seems like this is a virtual training ground for sickos....
