Patents should have to be renewed every year or so, with a healthy fee attached.

A patent is really a service: The government is guaranteeing you exclusive right to an idea. Even if somebody else comes up with the same idea, having never heard of your idea, they are prevented from using their idea because you thought of it first.

This government service should come with a healthy annual fee attached, if you want exclusive rights to an idea you should pay for it.

The same with copyrights, which should have to be renewed every few years with a limit of life if the copyright is held by the original author or 5 to 10 years if the copyright is held by someone other than the original author.
