until there is any money exchange hands...
no one can tax based on a 'value'. It's the same as the stock/finanical market. You can ONLY be taxed on the 'earnings' once you traded it in. otherwise, what/who is to set 'values' of something as subjective as pricing on anything?

This is just basic economic and taxation principle. to tax based on some 'unrealized' would be unconsitutional.
