Correction
Upon further research, MS did in fact attempt to license Netscape,
and when they were rebuffed, they licensed Mosaic from Spyglass
(although they did screw them over in that deal, see other posts in
this thread).

So IE was a poor choice for an example on my part, but you learn
something new every day.
