Apple had web publishing tools years ago
Claris homepage was one of the first WYSIWYG website apps. In
fact, it was the largest seller at one time. It had a superb
interface, allowing the user to knock out pages fast. The
resulting code was always compliant with the html standard of
the time. It was discontinued several years ago.

Appleworks has had the ability to save as html for years, as has
Filemaker.

For Apple to reintroduce a web design app, with a few more
bells and whistles, is not that big.
