I think PM comes from the latin Post Meridiem (midday). But logically, 12:00PM means 12 hours after midday, but that's wrong.
It only goes to show, they should put an engineer in charge of time, (a software engineer).
Then there would be no need for such ridiculousness.
Use a 4 bit hour (16 close enough). and a 5 bit minute.
So that would make midday 1000:00000,
one minute to midday, 0111:11111,
one minute to midnight, 1111:11111.
Of course this means you no longer have to say "is is afternoon yet", you can optimise and say
(t&8:0).
