Just to complement unoriginal_sin, whom i totally agree with, in addition to education, it's basic access to information that is sorely needed. There are already examples of cell phone and internet use in Africa and India that enable fisherman to scope out the best market for their fish. Else, they would get gouged by middlemen. Imagine trying to conduct business when you didn't know what someone the next town over was doing.

It also opens people's eyes to what the rest of the world is doing. You can't help people much better than to give them the knowledge that they have and can make a choice. Not everyone will take advantage of it, but the ones that do will make substantial changes and improvements in their countries.
