But what if ...

What if the "electronic scanner that tallies the vote", or the software that controls it and reports the results" is defective (by accident or by design)? The "proper procedure" becomes irrelevant.

The software is the key factor in any "properly designed" system. It is what enforces (or violates) the design.

Real-time results are not desireable in an election, nor is real-time reporting of the results. These have been demonstrated to sway elections.

Now, if you mean that we should have almost instantaneous results after the polls close, that is a different matter, which would be a good idea if we didn't have to consider the counting of absentee ballots (which more and more voters are using).

Perhaps we should all be able to vote from our computers? Now THAT would be a great procedure --- subject to properly-written and thoroughly-tested software.
