This "periodic testing" (if it is in fact performed) doesn't prevent police "radar guns" from clocking stationary objects (such as trees) in excess of 90 mph!

People tend to assume police radar is accurate because military and NASA radar does provide pin-point accuracy. However, the police radar units typically cost less than $100 each, vs. millions of dollars for the military and NASA versions.

Similarly, although it is theoretically possible to build an accurate breath-a-liar, law enforcement has no interest in doing so --- as long as they can obtain convictions (and revenue) from the inexpensive units.

And this will continue as long as the public is more interested in "stopping 'drunk' drivers" at any cost, than in equitable justice --- or real traffic safety!
