Not true, properly designed voting procedures will
make the actual source code irrelevant.

Proper design requires that the ballot be heavy paper marked with an indelible black marker. This is then read by an electronic scanner that tallies the vote while placing the ballot into a secure bin for requested recounts.

Proper voting procedure eliminates any worries about the validity of the software. It also makes near real time results easily available.
