Not likely - it will for sure be offered with service activation - Cingular
Also it is not so upscale (our family currently owns one and perhaps we will get another one). Upscale you will have next year from Bang & Olufsen.

Razr is a convenient quad band phone with Bluetooth (which we use with Acura TL). Now Cingular although so big in the USA it does not count outside which means it is nobody on GSM market that is almost 70% of world market (and USA is only second telecommunication market in the world).
Having that said, Cingular needs contracts with real GSM/GMRS players of this world and start SIM unlocking their phones.
Cingular Razr is not SIM unlocked, but for a small fee you can do that and say goodbye to roaming charges. Just get that SIM card from many grocery stores or gas stations in Europe and you are set with local phone number (activation takes 5-15 minutes without need for any assistance).
T-Mobile although smaller in the USA it is a giant corporartion owning many GSM networks and much bigger than Cingular in the world scale.

BTW Razr is offered by T-Mobile.

BTW2 In some regions you need that fourth band as others are not supported by local providers. Good example of that is Turks&Caicos islands where tri-band phones simply do not want to work - quad band Razr works just fine.
