Blindly Free Market?
"Any time the gov't gets involved instead of a free market, inefficiency kicks into high gear."

You say that like you are stating fact, rather than 19th century economic theory. Actually, there are times when governments provide services more efficiently than the invisible hand of free markets - for example, in public safety, national security, and public health care (yes - health care).

That said, I don't see that providing a computer in every household falls under the category of essential services. Having spent a lot of time in that country I can assure you that the Brazilian government is neither efficient or an active promoter of private business. .

Yet Brazilians, with their zest for technology and modernity, may actually be able to pull this off. I suspect it will be through their failures they will realize the best approach is through a public private partnership and more open trade policies (like MERCASUL).
