Disclaimer: We're yet to see everything Apple has in mind to
restrict Mac OS X on Intel to its own hardware.
Given the entire low level parts of the OS are open sourced (via
the Darwin project) what you describe might be possible. It
would be a problem if a close source portion, say Quartz,
implements the restrictions (likely me thinks).
Even so I wouldn't underestimate the resource required to write
some of the drivers which would be expected (e.g. core image
driver for your chosen GPU).
Higher level drivers (e.g. IOKit) should work without problems if
you get the lower level functionality correct.
