Games, computer or otherwise, are fictional and are for entertainment purposes. If the weak-minded or Republican (same difference) cannot comprehend this obvious fact, then it is their problem, not the game developers.
It's curious to note that Gov. Arnnnnnold S. thinks game developers are "cruel" but fails to mention his character in the "Terminator" series. He's saying that it's ok to kill and maim in films because they are not "real" but when you do the same thing via the computer, it is horrible and "cruel". What about "Terminator" computer games? I bet that is excluded from his list. These intelligence-challenged individuals had better stick with crayons and fingerpaints or their wild imaginations will be the death of us all.
