I think you misunderstood the statement...
If a company has a company license for Windows, and they buy a computer which comes with Windows on it already, they must re-image over the bought and paid for software. This program allows them to buy a computer with no OS, and install their own image, at a slight discount. The basic question was:
If they have all the software they need through a licensing programs, their own image, and support direct from MS, what extra value can they get from buying a PC with windows on it already at a higher price?
Software is taken care of by the vendor.
Hardware is taken care of by Dell.
Tech is taken care of by techs.

And please, anyone answering the question,
just good conversation and some facts.
Reserve the baits, trolls, and FUD for the Jr. High School forums.
