Low Price??
Yes, Dell gets charged the nice low price for OEM XP licenses. But does the Dell customer?

To upgrade to XP Pro on most of Dell's PC's costs an extra $80 or more which is far more than the difference between OEM XP Home and XP Pro.

Dell might get XP for cheap, but it doesn't mean that they are passing all the savings on to the consumer. Dell is all about getting as much margin as possible on each PC. Like any other business that sells stuff.
