The comparison you're looking for is between a G4 1.4GHz and a PentiumM (or PentiumIII) of say 1.7GHz, but I don't think there are any. What can be said is that the Mac Mini peforms a little slower than a 1.6 GHz G5.

Given that 1.6GHz is the slowest G5, and that in real world testing Pentiums are available that perform pretty much the same as a G5, I think you could safely say that a PentiumM based Mac Mini will peform at least as well as a G4 based one of similar GHz. The real benefit is that the PentiumM already runs above 2GHz, I doubt that a G4 will ever get there.

Here are tests showing Pentium M outperforming Pentium 4 and Athlon chips with much faster clock speeds. Good enough for me!

You may also note that develpers using P4 based systems for the x86 version of OS X report performance on par (or better) than G5 based systems.

Now there are many, many variables here but in the end, it is what the user sees (percieved performance) that counts.
