This is a logical extension of capitalism.
Capitalism taken to the extreme. Profit at any cost. Outsource the boring, simple, easy 'chores' overseas because it's cheaper. We well trained western IT people will be able to get work anywhere! What about the next generation? Do you remember your first IT job? Wasn't it one step up from getting the coffee. It was the easy, boring, simple stuff! You have to learn from somewhere! We are outsourcing our future for short term monetary gain.
