They COULD do all of those things or they could do perfectly legitimate things.
You can't simply ban something because it could be mis-used. I can think of tons of examples - but the most obvious one is guns, but then again better ban cars because they can be used in a getaway... etc etc etc.
The DCMA is being used to stop competition for the consumer and to protect the (mis-)marketing plans of some companies. Eg chips embedded in ink refills... for goodness sake!
