To dispose of it when they are not the ones disposing of it.
Its the responsibility of the company who bought or picked up the disposed units from the large companies. If i give anything a way and it ends up in a landfill, its not my problem, the person i gave it to did it, not me.
The only issue i see here is that "I" as a person am allowed to toss electronics into the garbage. Even companies are allowed so much a year. The only way to solve this is to setup a company with a few plants or so that recycles "All" electronics, then put a tax (say .5%) on anything electronic sold in the county. Course that tax should be ONLY spent on recycling and if its too much, then reduce it. That way everyone pays and the stuff gets cleaned up. Course everyone would be forced bring the stuff to their local landfill or have a special bin for it in recycling trucks.
