Isn't there another way?
I've never coded a game in my life, I don't play WoW, Everquest, or any other such game (though I'll play the OCCASIONAL round of UT2004). While it may seem simplistic, I do have an idea as to how this could conceivably work without scanning software. Someone please correct me if I am wrong here...

Idea A: from what I understand based on my limited experience from UT04, there are certain files that come on the CD, and some that are coded and downloaded. couldn't Blizzard blacklist known cheat files?
Idea B: set up a separate server (or VLAN the current one) so that those with cheating hacks can play together and non-cheaters get another (this may be used in conjunction with Idea A).
Idea C: there have to be maximum limits for each player on each hardpoint. say for example, a player can move up to 50 mph on foot, presuming they have powerup X, which lasts for 30 seconds. They can carry up to 15 widgets and 999 rounds for gun Y. if a player is going 75mph on foot, carrying 20 widgets and 9999 rounds of ammo, then they must be cheating. by feeding the limits into the server, and since the numbers pass through the server, couldn't the server figure out that the player is cheating and thus ban them?

Again, I'm not a big gamer, but isn't it possible that one of these strategies or some offshoot thereof could perform the same purpose as the original intent, without introducing a program into the user's computer?
Just a thought
