Pension Benefit Guaranty Corporation - this is actually a federal "insurance" corp., but it doesn't take in enough to cover recent pension plan bailouts. I know, my father-in-law worked for a steel company that went belly up. He now recieves his check from these bozos.

As for welfare, you know it exists today. If you want to get rid of it completely - write your congressman.

There is no "right" here to exist, but the consequences of inaction could be disasterous - to you.
