Yes. Zip is the most popular and there is no licensing royalty, since Phil Katz (PKware) released the Zip format for anyone to use after he got sued by SEA over his previous archiver, PKarc.

Tar is also available, but commerical use has ties back to Unix and its legal complications. Microsoft Windows NT and Windows 2000 had a utility called Pax that read and created Tar files (to demo the Posix subsystem), though it disappeared with Windows XP/2003.
