Fortunately for me all of my math teachers and many of my EE teachers were Asian/Indian/etc. so I am pretty adept at conversing with them. However, if you know what the problem/solution is and don't want to bother with phone support, I highly suggest using their email support. I can send them an email and they generally respond with "we will ship the part" in a day. The thing you have to do is explain in the email what steps you took to determine the problem. For instance, if it is a hard drive, you say you tested it in another machine and it doesn't work and that you tested the other one in this machine and it does work so it is the hard drive and not the board, etc.
