One thing that would change EVERYTHING about patents!

I would change the law that "IF" you patent a concept/idea you
MUST show some effort on a yearly basis to make that idea/
concept generate revenue. Research/development and the like
being spent to show that your idea will be actually put to use by
you. After all an idea that just sits there and does nothing is in
fact useless and does not have value even to it's owner.

Now this just might give the IP warehouses that purchase IP
from others and store it for later lawsuits pause. After all every
single patent that they hold they must spend money on yearly to
try and make it do something in terms of revenue generation.
So this would require personal and revenue spent on each idea
that they own and year after year after year. Oh and the
research and development must be at a reasonable level and not
just a few meager dollars but a legitimate effort to make
somehting happen.
