It is more than possible to produce a low-budget game, if you have good gameplay. And besides, you can reuse game engines to make totally different games. All you need are artists to express it visually, and even then if you have good programmers, you can cut down on the number of artists that are necessary. In the end, however, it boils down to said gameplay. A great game with sub-par graphics can still sell 100,000+ copies (see ICO, which has great graphics, but generally from a game appreciator's point of view). 100,000 copies translates to $4,000,000. A good base to make visually/aurally decent games.

Specter mentions Hollywood, but doesn't he know an indy film sector exists as well - and that is where most of the films with good stories come from. Same analogy can be applied here. Make a movie with a good story and interesting characters, and it doesn't matter if it has CG or Jennifer Lopez in it. Look at recent indy hits: Napoleon Dynamite, Elephant, the United States of Leland, Clerks, the list goes on and on and on - great, original movies made at astoundingly low cost. Microsoft/Sony/Nintendo keep their platforms exclusive right now, but eventually (especially if the problem stated actually occurs) the clamour will become so great that they will open up the gates to indy game makers.

That said, Hollywood is a crock. Screw Hollywood. And if game companies become Hollywood, screw them too, I'll play my way homebrewn if mainstream gaming slacks off.
