If it's not fun to play it doesn't matter how realistic it looks.

Most failures are all eye candy and nothing else. If those companies had focused on game play then you have something worth selling.

Next if you have great game play going over board on eye candy is waste of money from business standpoint. Sure the players always like it but do you want to spend and additional 15 million adding brick detial and such to make the street look absolutely authentic when the game already plays well? That's my point, where to draw the line. Get the game play great then add enough eye candy to be profitable.

In a perfect world from a gamers point of view having both would be best but that's not realistic.

Generally if you see awesome eyecandy it's there to hide a game that is hideous to play.
