Consumers bought into the advertising
Developers want the mega-hits, which means mega-eye-candy, which means mega-budgets. The buyers have been trained in all the advertisements to look for the fancy graphics and sound, so they don't pay as much attention to the simpler looking games that may in fact have better game play.

One of the funnest games I played over the holidays was "Katamari Damacy". Incredibly simple graphics, adequate music (could use real voices in spots instead of text panels, but that's a minor issue), but most importantly: addictive gameplay. But, its simple graphics caused it to be ignored by many game buyers. Their loss, but the marketers working for the game companies see what catches the consumer's eye, get the games built to capitalize on it with theirs having more flashier crap, advertising it that way, and the consumer just follows along.
