Microsoft wants to make it so you need Windows to use a cell phone.
I doubt it will work. Also, the cell phone companies don't want to let Microsoft suck all the profits out of the market. Really, they need to do what they did with X-Box and make their own hardware. Perfectly legal since they don't have a monopoly in cell phones OSes.
