unfavorable telecommunication laws? BLAH!
They dragged their feet because they wanted to find ways to pass the costs off to the customers for the infastructure. And they are doing that now. There are so many rural areas without DSL because they are DRAGGING THEIR FEET and can't justify a legal way to pass off the costs to the customers... but they will.
