You don't compete with the government, do you?
Anyone can sell internet access in Philly, there is no monopoly as the providers are forced to share their networks with others.
I would be a bit miffed if I were one of the providers. Think about it if you were competing with the city on something you do:

They tax you, take your tax dollars, then turn around and buy technology to compete with you. They don't need to make a proffit as their money will always come from you, so they can turn around and offer what you sell, for free.
Yeah, thats sounds fair to you, doesn't it?

I you get put out of a job under those circumstances, would you be like "Oh well, thats life, la-dee-da-dee-da" or would it be more towards "Were'e the mortgage payment comming from now?"
