Why not give control of the WiFi install...
... to existing carriers? Installation will be slow and spotty, and the price will be exorbitant, but that's the way telecommunications work, right?!

And yes, the basic threat is to jettison people if alternates are too popular. Can't argue with the logic of reduced profits producing reduced staffing to restore profits, can we?!
