Reduced murder rate
From the article:
New Orleans installed a broadband wireless network to support public safety video surveillance. The system was quickly and easily installed, and reduced the murder rate by 57 percent in six months and auto theft by 25 percent in the covered areas.

Let's assume the murder rate reduction was only in the covered areas. And let's further assume that the video surveillance system is installed only outdoors. The last assumption: people who might commit murders knew what WiFi video surveillance is and were intimidated by it.

So, sounds like New Orleans murders take place mostly outdoors. No one wants to mess up dwellings.

Still, if it's that effective, how about creating Video Surveillance by WiFi signs and putting them all over town. Can't hurt, apparently.
