Legislate,,, Why Innovate?

Unfortunately, that is the motto of the incumbent carriers who are the prime sponsors of these anti-muni wifi and other city wide broadband initiatives. ILEC's choose to do as little as possible and only when they are forced by competitive pressures. Would $19.99 broadband be available if the cable co's hadn't forced their hand? Would broadband not have grown as quickly if it wasn't for the data CLEC's and the 96 telcom act bringing to market quickly those options for consumers, both business and residential? You can't have it both ways- you can't say telcom act is unfair and then back legislation preventing muni's from begining their own initiatives. Many of these city wide initiatives are being promoted as economic development tools- a valid business case- but incumbents force the legislatures hand by threatening to reduce jobs if their strangle hold isn't guaranteed. It is a lot less expensive to promote legislative change back to monopolistic benefits then it is to build out these innovative type projects and compete! It is hard for citizens to get the true message when the pockets of the ILEC's are available to fund an onslaught of pr messages.
