- What's the purpose of the FCC?

Let me be naive for a moment.
The purpose of the FCC is to protect the consumer from the oligopolies that control both telephone and cable.
Here we have a situation in which the FCC is sympathetic to the providers, trying to figure out how to help them supply and promote broadband.
If they are going to be helping the companies assure and increase profits, then they should regulate the profits these companies can make. Otherwise, they're encouraging gouging at least as much as broadband.
That's what they ought to be thinking about. And leave State rules alone while they're cogitating. If they don't have good reason to believe the State regulators are wrong, the FCC ought to leave them alone.
We now return you to reality, where what the FCC should in principle be doing has far less impact than Nicole Sheridan loss of a very ordinary towel.
[Nicole Sheridan's impact should be less decisive to an agency where people hang around wearing suits and writing rules that affect $ billions.
