When in doubt, do nothing.
The FCC may be unsure what to do about naked broadband. Fine, let them study it.

In the meantime, certain State regulators have looked into the issue and decided what they want to do. There should be a rationale for overturning a decision by one State's regulators, let alone regulators in multiple States.

Instead, the FCC has decided, We don't know what to do, so we're not going to let anyone else do anything until We have decided.

Not sure whether to call this arrogance or stupid or silly. So I'll say all three until I can decide the issue.
