the 17-year old girl whose parents were killed knew that she couldn't get through to 911?

Umm.. nobody died. She went to a neighbors and called 911 from there. That's why Vonage's website has always been plastered with 911 warnings. Everyone should keep direct phone numbers for police, fire, ambulance, etc next to every phone in the house anyway, but especially if you purchase phone service with limited 911 capabilities...
