How clear does TX want 911 warnings?
Anyone who has signed up with Vonage would have trouble ignoring the multitude of times they remind you how their 911 service works. I remember having to repeatedly acknowledge the limitations. I also remember multiple email warnings that even though I completed the activation form, 911 dialing would not be active until I got a emailed notice that it was activated. They also repeatedly reminded you that you need to update your physical address if you relocate your adapter. Sometimes people need to accept some personal responsibility for their actions (or lack of).
