Do you think... the 17-year old girl whose parents were killed knew that she couldn't get through to 911?

I think the parents knew full well of the limitations unless they ignored multiple emails and the 911 service agreement they had to agree to in order to activate the limited 911 service.

After reading the limitations, they should have better communicated to their daughter what to do in their home in case of an emergency. Trying to blame Vonage is another example of people refusing to take responsibility for their parenting responsibilities.
