Do you think...
the 17-year old girl whose parents were killed knew that she couldn't get through to 911? Perhaps the parents knew when they signed up, but their daughter didn't know or she would have found another phone (if she had the presense of mind to know to do that, which is doubtful). Sort of makes the phone useless for emergencies, which I think is the AG's point.
