Emphasis on tools.
Here's the quote I was thinking about:
Symbian, based in London, said it will develop software that lets Symbian phones work with Microsoft Exchange Server 2003 e-mail, calendar, contacts and other personal-information tools, then make it available to Symbian licensees.

Connect to the Microsoft tools, then make access to the tools available to licensees.

My thought was, connect to existing tools for the benefit of Symbian users, not write them.

Did I misunderstand what you meant in your first post?
