Notice this is about connecting with Microsoft products that have little to do with cell phones. The article also observes that Nokia doesn't like to partner with Microsoft because Microsoft is considered an outsider in cell phones.

Does Symbian go into the Windows programming business, or does it just buy a license and stick to its knitting?

This seems consistent with the attitudes reported.
