"Symbian, based in London, said it will develop software that lets Symbian phones work with Microsoft Exchange Server 2003 e-mail, calendar, contacts and other personal-information tools, then make it available to Symbian licensees."

I wrote a program to let my Mozilla Thunderbird generate documents from templated emails, it uses Windows APIs....

Notice that Symbian required a license only because MS is keeping its platform APIs secret now. Otherwise Symbian would simply write it, without negotiating a special license! Just like I can write software now on the present Windows platforms.

i.e. notice the pattern as MS brings shutters it platform.
