Wireless bridging.
You could set the entire network up to bridge wireless to hard links at one or many points. Then you just have the main point issue IP's. This would occur when the phone is turned on. I would assume, that an IP block could be ipv6 and have one block assigned to each state or region. And that not to say that you couldnt have many different IP's on the same WAN therefore allowing you to travel the entire us without dropping that ip.
