YOu need a lesson in economics!
So WiMax allows you to access the internet for free but you find that the content is not till you pay for it. So you can keep you free WiMax network, use it to play online games with a buddy or you pay and access a game network server playing against the world. That's how it will work.

This presumes that small companies like SBC (which provide backbone and may also own the WiMAX towers) will not have some access method, say a RADIUS server (Unix) or AIS (Windows) that regulates who can gain access. It could be covered by your tax dollars, also (as an alternative) thus driving out competing services. Some smaller cities in the US have wireless service paid for by tax dollars, this also is what is done in Eurpe where they have Wi-Fi GRIDs. For broadband, mobile will probubly be WiMAX (this covers smartphones, LAN Access devices, laptops), FTTD for high speed (over 80 MBs) in areas without WiMAX (also connects continents, etc.) and satelite (another option for highspeed internet access).

All of these will be financed in some means (subscription, taxes, etc.) so it won't really be free! As to paying for content, you altready do that if you have cable, view porn or gamble, use any number of other on-line services. Thsi does not mean thatthe carrier (telcos) will get cut out, though. If you use your laptop or smartphone/device, you will probubly get some sort of micropayment system collecting for service.
