Free except for electricity
Unless you are completely off the grid using solar, geothermal or some other soyurce, electricity is not free.
Does someone charge you for listening to your radio?
It is pait for by advertising (or in the case of satelite radio, a subscrition).
Or talking on a walkie-talkie?
That is unlicenced spectrum (and unlikely to be costing much unless you use Nextel).
This is the essence of WiMAX.
So, you will pay for it as a service, just as you pay for electricity, listen to the radio or use Nextel.
