Commercial VoIP providers are about $20 cheaper a month than traditional local phone operators--collectively known as the Baby Bells--largely because VoIP calls are unregulated.

In sincerely doubt that. I am sure it accounts for a few bucks on each bill (regulatory fees, etc) but I doubt that is the bulk of the difference. The difference is that VoIP providers don't have to maintain the network of wires on the streets and to everybody's house, and a huge fleet of technicians to do that maintenance. They just piggy back on existing wires i.e. your cable wires, which you already pay the cable provider to maintain.

Also, not to nitpick, but as a Vonage customer my bill is more than $20 cheaper than it was with Verizon. Between features I don't have to pay for (because they're ALL included in Vonage's base fees) and drastically cheaper international rates, my phone bill is at least $50 less per month.
