The key matter here (IMO) is weather broadband is a service (as you suggest) or an item of infrastructure (as suggested in the article). There is a good case to be made for regarding broadband, especially highspeed fibre, as a form of infrastructure and as such it ought to be provided for common use by the common purse.
If you can imagine a future where the visionary private sector thinkers are planning what services to provide THROUGH the laid fibre rather than waiting for profitable economic conditions to lay the damn stuff in the first place, well then we really are in the Wired Century.
