I've seen both a good and bad in both private and public
My experience in both private and public sectors has taught me that both can be good or bad. I've seen municipal governments just do stupid things with money and I've seen them do incredible things with money. I can say the same with private business. Only differnce is when the private guys do something stupid they usually go out of business. Government just get's changed when they do stupid things and scape goat is found.

I agree that the internet is not a need but networking is needed. Why have meter readers walking from water meter to water meter recording the numbers. What if you could have a wireless network that had the devices reporting regularly. This would have two effects costs saving in labour that is not productive and it can more easily illuminate problems before they turn into disasters. I've seen this in effect, very slick and cost saving to the tax payer in terms of pro-active maintenance. Now building your own network for this has high cost but the RIO is worth in the long run. Now if you have this wireless network going to all these homes why not allow them to access and ISP through that wireless for fee. The ISP gets to offer the main pipe with no extra cost of installing the last mile of wire or what ever. This make them very happy. The customer gets highspeed internet if they want it and they pay for it themselves, thier choice. The municipality get meter infomation up to the date for accurate billing a pro-active maintence from other sensor data. It works.

This just one example.
